If his 'bribe' price is too high, then the Merchants won't bring in any contraband anymore and the Sheriff screwed themselves out of some easy profit. He just wants a fair cut in the smuggling gig. The Sheriff isn't looking to put the screws to the Merchants. What the Sheriff really wants is more of the heavy contraband coming through. But as you've seen, if the players stay fully legal the Sheriff gets nothing that round. Most first time players make the mistake of thinking the corrupt Sheriff's job is to be a law abiding border guard.

Maybe it's the group that I play with, but there seems to be hardly any reason to bribe. I love the idea of this game, but it's unfortunately probably my least favorite game that I own.
